PV Clubs
Economic Development for Communities
There is no market for informal sector products because of three deficient conditions.
1. Quantities of goods and services are too small.
2. Quality of goods and services are far below international standards.
3. There is no consistency in supply.
In general, the family unit is too small to produce commercial quantities. Economy of scale is non-existent in such environment.
To solve these problems, we need to organize communities to work together along the same concept as the West New Britain Palm Oil block holders project.
Economic Development in Communities is therefore based on the concept of co-operatives. This concept blends in with Melanesian cultures. It also provides the basis for the informal sector to produce commercial products.
The community shall own the Nucleus Company. Duties of the Nucleus Company shall include:
1. Management.
2. Supervision.
3. Processing Facilities.
4. Marketing.
5. Technology.
6. Transport and equipment.
7. Expertise.
8. Quality control.
9. Licenses.
10. Statutory Requirements.
11. Finance.
12. Business Consultancy
The purpose for Economic Development in Communities is to:
(a) Enable all people to prosper.
(b) Produce commercial quantities.
(c) Produce commercial quality products.
(d) Produce consistent supply of goods and services.
Organisation
Without teamwork it would be very difficult to implement economic development in communities. Apart from obvious reasons (scale of economy), 97% of all land in PNG is owned by the communities and not by individuals.
After each PV Training Course, PV Clubs are being formed in the community.
Each community, clan or “Haus-Lain” should organize a PV Club with executives to represent them. Other community groups including youth groups, women groups, religious groups, business groups etc may be organized into PV Clubs.
Each PV Club must formally register with EDTC and be accepted with a formal letter.
Each PV Club should have a project leader and the project leader should be, but not exclusively, the President.
The PV Program is action oriented. This means we need leaders who lead with action. The most successful PV Clubs are likely to be those with working leaders instead of talking leaders.
Attributes of Successful Organisations
All successful organizations have 4 common attributes:
1. VISION- DESTINY.
2. ORGANIZATION – short, medium, long term plans & attention to details.
3. ACTION- ENERGETIC FOLLOW-THROUGH.
4. GOOD HOUSEKEEPING.
The purpose of PV Clubs is to instil these attributes in their members.
Community Projects
PV Clubs should decide on their community projects (Destiny). These include:
1. Increase membership by sending community members to attend PV Courses.
2. Provincial Festivals.
3. Housing Scheme.
4. Community Infrastructure
5. Community Commercial Projects. E.g. Peanuts, mangoes, sago, chicken, pigs, cash crops, food processing, natural resources etc.
6. Fundraising to send their representatives to the EDTC Commercial Courses to prepare the community development Master-Plan for implementation.
7. Implementation under supervision.
Other community activities to be considered include:
• Transport & communication.
• Distribution System.
• Discount & Bulk Purchasing.
• Land registration.
• Farm management.
• Animal husbandry.
• Soil study.
• Timber, chain saw, walkabout sawmill, carpentry.
• Fisheries.
• Health & hygiene.
• Crops planning.
• Infrastructure planning.
• Marketing- national & international.
• Pest control.
• Professional services- Law, accounting, financial etc.
• Others.
